Hi, I am looking at building up a trad rack. What would be a good starter rack in terms of what size cames, nuts , etc ?

good idea to start with a full set of nuts and / or hexes and add cams as and when you have the cash. the sizes used depends on the routes you're climbing so there isn't really preferred sizes - if your budget is really limited you can buy spreads (i.e. every second size) and cut of the sizes at the extremes (more applicable for cams).

1st prize is just to buy a full set upfront - you're going to risk your life on the gear so its better not to skimp! whoever is going to teach you to climb trad should have gear in any case?

I started off small with one set of nuts, then doubled up the mid range sizes and eventually got a few hexes. Learn to climb with what you have - more gear does not make a better climber!
