In my opinion

I don’t think it is a good idea to be lying under a climb sunbathing as a climber could fall on you before he reaches his first bolt or they could knock a rock down which lands on you.

Falling climbers and falling rocks are a concern even if you are standing and belaying someone from the bottom of a climb. I have been told it is never a good idea to stand directly under your climber you are belaying or any other climber nearby in case they fall, you don't want them to land on top of you and seriously hurt you.
