im looking for bolts and those sleeves and glue that u use to put up grips in a cement wall. does anybody know whom i could contact or where i could go look?

I dont about glue but a drop in anchor should work , cap screws are obtainable from Bolt It , Bolt Fast or Mr Bolt and Nut A thin layer of rubber( old car tube ) behind the grips also prevents them from spinning.

The problem with drop in anchors is they don't work in soft brick. Upat/Fisher have a 10mm frame anchor which seems to do the trick. Basically it's a capscrew that screws into a plastic expansion sleeve in the wall.
