Bolting and First Ascent Ethics

I am quite new in the bolting scene and I have one or two questions bothering me. Lets say someone bolts a route but is unable to redpoint or lead that particular route and someone else does the 'First Ascent'. Will that still be 'his' route. I think not,because any TomDick&Harry can go and bolt a 35 and say that it is his route. Please correct me if I am wrong...Thanx

No obviously the first person to free climb the route claims the first ascent. But if someone has bolted something and is busy training their arse off to get up it should you really go and steal that first ascent from them? I think not.
